From February 2004 to August 2007 Mr. Markus Binder was Deputy Director of the Chemical and Biological Weapons Nonproliferation Program (CBWNP) at the James Martin Center for Nonproliferation Studies (CNS) in Monterey, California. Prior to joining CNS Mr. Binder spent 15 months working with the External Relations Division (ERD) of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague. Mr. Binder recieved a Certificate in Nonproliferation Studies from CNS in 2002. His MA in Political Studies was awarded in 2001 by the University of Auckland, New Zealand.
In addition to research conducted for CNS and its clients Mr. Binder has presented papers at a number of conferences and published several articles in WMD Insights. Mr. Binder's past research has included terrorist threats to critical infrastructure, weapons of mass destruction (WMD) terrorism, and nuclear weapons proliferation.
Mr. Binder's current research interests include the proliferation potential of chemical weapons defense programs, public intelligence representations of foreign CW programs, and questions of CW proliferation more generally.
